Recommendation on Refugees and IDPs in Africa

We the Participants of the Forum on the Participation of NGOs in the 39^th Ordinary Session of the African Commission on Human and Peoples’ Rights, recommend that the African Commission on Human and Peoples’ Rights,

1.  Urges parties to conflicts should conform to International humanitarian law in particular by distinguishing, at all times, between civilian population and combatants as well between civilian and military objects;

2.  Works on establishing a Protocol to deal exclusively with the situation of IDPs on the continent.
