The Kampala Convention, the first legally binding instrument for the assistance and protection of Internally Displaced Persons (IDPs) in Africa, places the primary responsibility on governments in protecting, providing assistance and in facilitating durable solutions to IDPs. The instrument also pays particular attention to the strategic role of CSOs in complementing the efforts by governments. CSOs are considered key actors in early warning and prevention, response, as well as management of displaced populations.
